GTA 4 Out Of Video Memory From Car Models?

I just bought GTA 4 from Steam and I installed LCPDFR, Native Trainer, and ELS V.7, Google Maps Radar. (No other Mods) I used GTA 4 Vehicle Mod Installer to install 4 vehicle models along with their textures. Now when ever I start up my game it crashes when I spawn the FBI car in with the trainer. Saying "GTA IV FATAL ERROR: Out of video memory - Please re-boot your system     274448384 274448384" Is it the texture or model being messed up? 

   

My System Specs are not that great but, im not using any where close to my max Video Memory.
(I'm using a laptop)

AMD A6-3420M APU with Radeon HD Graphics Overclocked @2.4GHz (No problems with overheating i stay under 60c in GTA)

4.00GB Ram

Windows 8 Pro 64bit

 

I have all of my Graphic Settings down accept for my resolution, it is 1360x768.
