That was a model by Policefanatic that was released unlocked without permission thus it was taken down and you'll also notice that the user has since been banned.  You would have to get permission to use the base model from Policefanatic if you wanted to make your own, but most sites won't host stolen content so good luck finding that specific version.  The other option is to convert your own.
