I've been poking around in vehicles.dat and have two questions.

 

First off:

Is it possible to have one vehicle type (say Admiral), but two types in vehicles.dat? Say I have a civilian CVPI as an Admiral and I want it to be used for an undercover cop car (Police2), how would I go about that. Is it as simple as copying one line over the other and saving?

Secondly:

Is there any way at all to do a traffic stop when not in a police car?

For your second question, no, lcpdfr only allows traffic stops when in a vehicle.

 

For your first question, you're referring to vehicles.ide, correct?  There isn't a file named vehicles.dat.  Now, what do you mean by having "two types in vehicles.dat?"  Do you want to have the same exact car be used for both the Admiral slot and the police 2 slot?  If so, why not just use SparkIV / OpenIV and use the same vehicle files for both cars?  I'm not sure I quite understand what you want to do.

You can do traffic stops in any car.

You can do traffic stops in non police vehicles. In the vehicle.ide, lets say you want to put a cop car in the speedo slot...you can change the name in the vehicle.ide to something like Police2, then you can pull someone over.
