I Run GTA IV As Admin And Il Try Disableing ALL Processes

Try reinstalling the game, Don't install LCPD:FR. Complete the first mission. Save your game. Then install LCPD:FR

Oh And Re-Installing IV Now

What Il Also Do Is Create A Vinila Backup

You shold just download savegame , than install it , enter the game , exit the game , and just delete save game . That is all you need to do !!
