How do I 

1.Make a banshee,hellfury,ect police only so civs dont drive it.

2.Make a car not spawn "naturally" in game.

Any help would be great!

Yes but I want to use this in a clan, is this stable in MP?

If your using normal GTA IV, consider the More Vehicles addon to open up a few more police slots.

 

Traffic Flow is pretty stable in MP, I've used it before, just remember GTA is a bad port and becomes unstable on it's own when you add mods.

Traffic Flow and Traffic Load spawn cars manually in your game mode, and in MP sometimes causues glitches where the other players can't view the vehicles... just a tip...

 

I believe you can control what vehicles spawn naturally in the cargrp.dat (commondata)

I looked and couldnt find out how?

Just rename the huntley file as police. Or add more slots in the els config to make car els enabled.

You have a huntley downloaded and before you install it you can rename it. "Huntley" Rename it to police then install it. To make it els enabled look on youtube its simple.
