GTA IV Not starting and no error

I recently installed a few car mods and I tried to open GTA IV up to test them out and I get to the Rock star games Sign in and I press " Play (offline) " and " Play " But... the game does NOT start up It puts me back at my desktop no error no nothing it just doesn`t start please help!

If it just goes to desktop after clicking play, make sure the Windows Live ID Sign-In Assistant service is running: Click start -> type Services and press enter -> scroll down to Windows Live ID Sign-In Assistant -> click either "Start Service" or "Restart Service" (Whichever is showing) and try playing again. 

 

If this doesn't help, then I don't know what the problem is. Try uninstalling the car mods.
