GTA IV Stuck on loading screen

I was playing GTA IV fine for the past few days, and I come back to it today after changing literally nothing since the last time I played, and it just gets stuck on the loading screen. I press "start" and it starts the slideshow of all the characters, but after a few seconds the music just stops and it stays stuck on that slideshow. I left it for two hours and it was still on that screen.

 

Things I've tried:

Disable vsync

Verify cache integrity

Remove all mods

Reinstall

Try using xliveless

Try playing offline

Updating video card drivers

Updating steam

Changing to lowest settings

Reinstalling Games For Windows Live

 

None of it has worked and it's really frustrating, it just suddenly stopped working after I stopped playing yesterday - I changed nothing between the last time I played and when I tried to play today.

Uninstall GTA IV and all components of it. Then reinstall everything. Make sure that after uninstalling it, there is no GTA IV folder in your Program Files anymore.
