The infamous texture bug.  Don't use high-poly ELS cars in your police-police4 slots.  If you use a traffic fix, use Traffic Load and reduce spawn to 15 or Chikmaru's Real Traffic.

 

List your mods if you still have issues.

Reduce the graphics in the in-game setting.  Reduce traffic density to under 20, same with view and detail distance.  Texture detail to med or low, turn off shadows and reflections to low or med.  See if that helps.

Hi there, so I took off one of the police car skins and it got rid of most of the graphic issues, however seems kind of laggy and takes time to load the graphics.

I put back on a different skin and the same issue comes again.

 

I go into graphic settings and it says im using the maximum for this game and I should reduce my settings however when I try to reduce settings in game it will not allow me.

Try just modding the noose slot or FBI slot, those cars don't spawn that often.  

 

Not sure why you can't get into the in-game graphics menu.  Once in game, you should be able to hit ESC and scroll over to the graphics tab, hit enter and use the arrow keys to select and alter the various settings.  Again, you have to be in-game, meaning you're in the safe house.

Okay I have figured this bug out.

It's because I'm running a 4G video card,

I created a file in the GTAIV directory called "commandline" and put in -availablevidmem 2.0

It now tells steam im running with a 2G card and solves all of my problems.
