Could you please be a bit more specific? I'm not sure I understand what you mean. When you press the key(s) to turn the ELS lights on, nothing happens? What mod(s) do you have installed? What are your system specs?

yeah when i press the sound button nothing happens i press every button on keyboard and still no lights turn on, im guessing it's ELS,,, i've tryed to do 'DDOPPLER_IV_MPS_UltimateCarPack_v2.6'

but still nothing happens..

P.S i do have a xbox controller and ever when i press the siren nothing happens

 

What are your system specs and what graphics setting do you have set? That might play a role in it. If you son't have a strong enough PC to run it, it may not allow certain things to work. But I'm not 100% sure on that. Also, when you open up your GTA IV root folder, where the .exe file is, do you see the two files for ELS? ELS.ini and ELS.asi?

2x ballistic sport 4gb
Free DVD drive
600w ATX modular power supply
R7770 black edition 5 super overclock
Ultra Durable classic 4 970 A-DS3
AMD FX processor black edition

 

 

and the graphics on the game are on medium-high

i think i did it right it came with the new police car i downloaded

 

it was just copy the files, was kinda confusing since there was 2 files

anyone help?

You have to have both ELS files in, not just one

Well, I can tell your right off the bat what your problem is. You need to have the ELS.asi in the same folder. You have just the ELS.ini. The .asi file is what makes ELS and most other scripts work. Once you redownload ELS, put both the ELS.ini and ELS.asi into the root folder of GTA. That should and most likely will solve your problem.
