I notice in some of these videos the police lights on some cars look more like strobes than just a flashing like. I'm looking for that strobe effect I have the setting set to 0 ms in the config file but still no strobe effect. Can i go lower than 0? Anyone have any ideas?

Yes you can go lower than 0. But the reason you may see in other videos look like strobes is because they have a higher FPS than you. Which means better graphics etc...

lol thanks ill try to fool around with speeds. I believe it may be my graphics card also. I'm ordering a new graphics card and power supply this weekend so hope that will help.

The difference will be night and day if you update your graphics card.

Well I have a 9500GT right now and a 600w psu and they work fine (not excellent) but I'm upgrading to a ati 5770 and a 750w psu.

I recommend NVIDIA but that's just me.

But, for GTA IV, a 9500GT won't really do the trick (I'm looking at this). Not up to par with the newer series at all. For example, only 32 CUDA cores.

Lol? I have a 9500GT Galaxy (or something like that) and i run GTA IV on full.

Oh i know for a fact my graphics card is outdated. I'm not very good at this whole custom computer thing I usually go by what my brother says. I have an AMD processor cause i can't afford a new motherboard with an i7 so i have to stick with what I got. He told me to go with ATI cause it cooperates better with AMD since they're made by the same people.

I never liked Intel... i don't know why i prefer AMD a lot more.

I'm not going to lie, I am surprised. Just looking at the specs I wouldn't expect that, not at all... But that's just me.

Since CPU & GPU cooperation is becoming less important these days, mixing an nVidia or AMD (NOT ATI) card with a processor of a different brand does not matter. Whoever said they didn't like AMD cards, I really don't know why. They offer better power management and lower heat emission with similar performance for less money. AMD also has the records for fastest graphics cards in the world with the 6990 and the 6990M for laptops.

I run an AMD Phenom II X4 955BE processor and I had it paired with two (then) ATI Radeon 4890's in Crossfire. One of the ball bearings in the fan went so I scrapped both cards and went with an nVidia 570GTX because it was the best option for me at the time. If I had the money for a 6950 Crossfire set at the time, I would have done that (because you can flash a 6950 to a 6970 with a new BIOS). But I didn't. I can't see the nVidia card has disappointed me. It's held up great so far.

And xGessx you do not run GTA IV on full settings at 1080p resolution. I don't care what you claim. It's mathematically impossible with how that card performs. You're either running it on a tiny monitor, you're using a config file that turns certain things off, or you just plain don't have every setting maxed out.

I'm running it on 1280 resolution , i meant max textures and the other stuff, except visible distance.

And i don't know why you're so surprised lol, i also run far cry 2 everything on high-ultra, and their release dates weren't that far from each other(And in my opinion far cry 2 has better graphics.)

Draw distance effects your FPS big time since your video card will have to do more math on the fly. And the lower resolution means there aren't as many pixels to render at once. Far Cry 2 uses the Dunia engine, which is a stripped down, but better optimized version of the Crytek 2 Engine. Despite the better looking visuals it's better coded than the Euphoria engine that GTA IV uses. I don't doubt that your game runs smoothly enough. I ran it pretty well at 1280X1024 with an 8800GTX and a Core 2 Duo E6700 when the game first came out. Turn on DX10 instead of DX9 and your frame rate takes a nose dive, big time. With my current card though, it's no longer an issue. Only DX11 mode with heavy Tessellation will stress it.

And I don't consider running anything on high with a crappy frame rate. There's no point to good visuals if it's not playable.
