I recently began using EVCS on account that every time I began using it the game gets bogged down to the point of me getting sick of it. My question is how can I make it so that when I spawn an els car how can I stop some of the lights as appearing on. Would I export to paint and color everything to white?

You cannot, it's a tiny bug that's fixed by getting in the car and turning them off!

if you go into the WTD file and make the emerglights texture blank you won't have any els lights

This may seem like an ignorant question, but I would do that through Spark IV correct? And how exactly would I make it blank?

don't worry about it.

You go into spark IV (same as changing a skin)

then you extract the file and use a program such as Paint.net or Photoshop and delete the background

and then save as a .png file

and import it back into the wtd

Making the texture invisible will solve that issue but it will also take away all of your ELS lights. If you do that you might as well use non-els cars... Unfortunately that "problem" of some of the lights being on when spawned or when AI is patroling is just the way it is and it can't be fixed while still maintaining full ELS function-ability. IMO, its not that big of a deal but that will be fixed with ELS 7
