Problems with managing extras

So for the past few days I’ve been trying to reinvent the sheriff department’s vehicles into a sort of hazard county look. So far Ive replaced ambient spawning to exclusively white greenwood cruisers - same goes for backup. But the thing I can’t figure out is how to make it so they only spawn with the rotary light bars. I’ve been on at it for about 13 hours and so far all I’ve got to show for it is a failed blender plan and ExtraManager which seems quite useless. I’ve been through my carvariations.meta and my carcols.meta and my agency.xml all sorts but I just can’t figure it out. The rotary lightbars is extra 8. Any guidance is much appreciated.

Open the vehicles.meta entry for the car. You can do so easily by using OpenIV's in-file search feature.
Go to the <extraIncludes /> part.

Make it look like the following instead by removing that line and pasting this

<extraIncludes>

<Item>EXTRA_8 </Item>

</extraIncludes>

(You can add more extras here, like EXTRA_8 EXTRA_10 etc. if you need, no comma separation)


Then go to the <requiredExtras /> section.
Make it look like the following instead:

<requiredExtras>EXTRA_8</requiredExtras>
