The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Did that a while ago and didnt fix anything unfortunately

If you have a scripthook log, or asiloader log, please upload them

Its pretty random, like i'll just be driving and it would crash but i also sometimes crash when im in a callout, i'll also upload the logs for you

Why do you have two mods folders installed? If one of them is empty or not in use, remove it. Then test with the actual mods folder named to _mods and see if it crashes.

If it still does even after that, send the log again.
