The recommended settings are:
car.defaultlight.day.emissive.on 1700.00
car.defaultlight.night.emissive.on 1100.00

im really sorry for the long reply. Busy week lifes been hard. Anyways, i will try to lower my QuantV settings for els to see if that works with it a little bit.

hey so i adjusted quantV and stuff and its worse now. The els feels so dry. I want mine to look good but whenever i install brightness mods it goes way too crazy idk what to do.
