The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I was playing online for a few days and then went back to playing the mod, but when I log in, some of the text from the Rage panel doesn't load, even when I log in and the rage screen appears with some text at the bottom.

I already found the solution, but I don't know if it will work for others. I had DirectX version 10, and that's why the text wasn't loading in the Rage panel.
