For some reason when I download LSPDFR Mods, I have them downloading at Kilobytes and this is only for LSPDFR. But if I download a mod for another game it has great download speed, I dont know if thats just me or lspdfr?

I have the same problem, I'm from Russia myself, but before the site update and a couple of days after the update, everything was fine, I use a server in France, but now for some reason the speed starts at 4 kb, and immediately drops, I use a proxy, disabled extensions, tried different proxy crawls, but nothing it doesn't help, there are no such problems with vpn, I even tried using the phone.
