The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I have looked at some of the other forums on this issue and I have tried those solutions, I haven't had any luck with anything. I guess lspdfr is trying to access some files that are corrupt and this issue could be due to many issues. I tried using _mods for my folder and rph crashes upon load. 

If someone could take a look at my log file and maybe give me some insight, I've tried everything. 

Everything is updated on my end, Rph, rageUI, windows, lspdfr, scripthookv/ DotNet, all plugins as well

those don't mean anything, no matter what you do that will be in your log

try this if You are experiencing a system access violation. The typical cause for this is a faulty mods folder, but there are other things that can lead to it, in some cases, SHVDN (Nightly) not being up-to-date has lead to it in the past for me, as well as having any of the following files not installed, or set too high/low:
- Heap Adjuster
- Gameconfig
- packfile limit adjuster
- Resource adjuster
