File Description Editor Not Showing Up On Chrome

Hello all just wanted to report a bug i just noticed that had me thinking i was crazy. I recently uploaded my first mod to the site but when i went to post it i could not find a place to add a description just the add attachment area. 

This is how the page looked on my upload area in Google Chrome

I then decided to open the page in Firefox just for giggles and that immediately fixed the issue and i was able to add a description and complete uploading my file.

Any ideas why the editor would open on firefox and not chrome?
