So I know I have a lot of plugins I'm just wondering what's best to delete? I'm going from like 120 fps to like 20-40.

Going to be really honest here, you are running a pretty hefty LSPDFR install. The Loss of FPS is completely normal and comes with installing many Plugins/Scripts alongside each other. The only solution here would be to: 

A. Uninstall some Plugin/Scripts to clean up your Game Folder a bit and maybe gain back some FPS. 
B. Remove Plugins/Scripts Individually until you find one that may be creating such a significant impact (very time consuming)
C. Lower Game settings (not a guarantee, but can help in some cases) 
D. Remove any Graphics Overhauls such as QuantV, ReShade, NVR. 

Drop your RPH.log so I can read over it for good measure. But from what I can see, you are just running into an issue that comes along with heavily modified and scripted Installs. You have to keep in mind, LSPDFR (along with all other GTA V Mods) is basically a "Brute Force Mod" GTA V is NOT designed for such a thing. 

EDIT: My recommendation would be to closely examine your Scripts especially, as they are typically the most resource intensive. I cannot tell you which ones to remove individually as we have two very different setups. But I would remove some Scripts that you don't feel necessary and some Plugins like Callouts that you could do without.

To increase FPS, go into the lspdfr.ini and change the following to reflect below:
