The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I dont really use the speak engine of Grammar Police but I recommend you watching a YouTube Tutorial like that one and following it step for step: 

 

You probably just messed something up with the install.
