What are the essentials?

Good day all!

I'm doing a fresh rebuild of GTA5, I've run into nothing but trouble while trying to get the game to the point of where I can actually boot up and enjoy it.

All I'm looking to do is the following:

- LSPDFR (obviously)

- ELS

- Add-on Police cars and replacements

- Change siren sounds and weapon sounds

- Visuals to enhance the lighting especially with ELS

What are some the requirements that I need to have to accomplish these barebone mods? Any help is appreciated

ELS requires the AdvancedHookV file from the ELS 1.05 download
Addon-Cars require a gameconfig, heap and packfile limit adjuster
