I want to customize CustomRegions.xml so that in Paleto Bay ("PALETO") and Paleto Forest ("PALFOR") not standard police cars spawn as backups, but Paleto Bay Police Dept models ("pbpdnscout" and "pbpdtorr2"). I have these models. I tried to do it myself, but when loading the LSPDFR plugin it crashes.

 Can you tell me what could be the reason? I have checked the syntax of the XML file, and everything is in order. I am attaching the code (this is only a fragment with my modifications, and the rest of the code is unchanged, so it is not included in the attached file).

Your error means that a zone has been added to two different units twice. A zone can only be specified once.

 

You need to remove the zones you used for the file you linked to above, from the other files in order to make your config work.

PALCOV, PALETO PALFOR to be specific. They are probably being used in your default regions file at the same time.

Yes, I found an error. PALFOR was mentioned twice. I fixed it. And now... GTA 5 crashes on startup. I deleted what I changed, but it looks like there's another issue. I'm attaching the latest log.

Yes, I've added a vehicle as an addon. By the way, restarting the computer didn't help. But after some time, I decided to try again, and it started working. Sometimes it takes three attempts to get it running. This is also a problem, but it's not as significant as the other issue. Surprisingly, the plugin is now running (I am attaching my CustomRegions.xml file CustomRegions.xml), but backups in the PALETO, PALCOV, ARMYB, and ZANCUDO zones are not working.
I also noticed that my TEU25FPIU does not appear as a State Patrol (as can be seen in DefaultRegions.xml, attached DefaultRegions.xml), even though I have this car model installed.
I'm also attaching the logs. Towards the end of the game, I tried to trigger a backup at Fort Zancudo and then at Paleto Bay, but to no avail.

The issue you have is because of the "bermuda triangle"-bug. Do you have Menyoo installed?

No, I don't have one.

What other areas are included in the Bermuda Triangle?

I know it mainly affects small areas of Blaine County and Paleto. It shouldn't happen too often in the city area but I'm not a UB expert.

Okay, I have another problem: in the file SpecialUnits.xml I created a new unit, "Detectives", and indicated that they can arrive in 3 different cars with almost the same chance (see screenshot 1). But of all three, only 1 always arrives ("23tahoeppv"). The names of the cars are indicated correctly. What could be the reason for this? The same situation applies to peds from Air Ambulance (Rescue). Instead of my EUP pedos, standard medics appear (see screenshot 2). I can't figure out what the problem is.

I don't see why it shouldn't also use the other two cars. Try removing the chances tags entirely and have the plugin randomly select one of the three cars. 
Also, make sure that the cars actually work in game and can be spawned by the plugin.

Removed the tags with a chance. Yes, I checked, the names are really correct. You can spawn them via the console. It's the same with Air Ambulance peds.
