I'm trying to make this black shade effect in Paint.net like in the picture below. I can not figure out to. Does anyone know how?

    Make a new layer, fill it black and then reduce the transparency

    Go to -> Adjustments -> Brightness / Contrast -> Than lower the brightness to your liking and adjust Contrast if necessary.

    I always do exactly what Harper said. 

    In paint.net it is called "opacity" Reduce that!

    Either way works, it really depends on your preference.
