The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I was wondering if anyone heard anything about anyone heard anything about expanded and enhanced upgrade and if it will work with LSPDFR and all the mods' cars and plug ins I don't want to upgrade on March 4th when it comes out and not be able to play 

As far as I am aware, the Expanded and Enhanced update is a separate version. Rockstar themselves have said on the newswire they will be keeping the current version of the game ("legacy") to allow people who are unable to meet the specs to continue playing. In other words, you will be able to keep playing on the legacy version and update as you have previously.

 

For the E&E version, SHV and RPH will not work as they are currently and I am not quite sure if support will be added for E&E for any of those.

Before we have the updated version in our hands nobody can say for certain. We’ll have to see what the modding possibilities are like with the new branch. As cherryaerie said, they seem to keep two separate versions and the current version is already labelled as „GTA V legacy“ in the rockstar games launcher.
