I haven't installed any new vehicle mods, i mean.. I did install a handgun, but i've had it before and it hasn't done this. I couldn't really search any solutions, because.. well.. I just don't know what this problem is called.

 

I've had my game fully modded and it hasn't done this.

 

PC specs. (not the greatest.. :P)

i3 540 3.07Ghz

asus gtx 660 ti

windows 7

4GB ram

 

I got this image off of google because my printscreen button is broken and i don't want to get a thrid party program just to take a single screen shot. this is the exact same thing that happens to me.

This has been asked a million times before and there are a lot of things you can do to try and fix it, ranging from a command line to a complete clean up and installation of video drivers. Just Google "GTA IV missing textures" and use trial and error with the many solutions.

 

Or you could just look around these forums. I'm sure there are plenty, including an active topic regarding the same thing:
