The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I think it might be a faulty mods folder rename the mods folder to  _mods and see what happened then. 

Rnaming the folder worked, thank you

    If renaming mods to _mods works, name it back to mods and do the following:

    1. Install the Gameconfig, Heap Adjuster, and Packfile Adjuster.

    2. If that does not work, remove what you added recently and test after each removal.

    3. If you still cannot find the issue, you will have to restart the mods folder.
