Every time I go to launch the game and hit story mode with RPH it crashes.

Same, I am having the same issue and cannot figure it out. Any help would be greatly appreciated. I added a copy of the crash log I am getting.

I changed my mods folder in the directory to _mods and it launched but then none of police models loaded, also threw a "An exception occurred while executing els.asi"

For those of you who are experiencing this issue, please remove SirenLimitAdjuster if you have it installed.

Download and install the AdancedHook.dll fix on the ELS download page, and make sure ScriptHookV is updated.

the advanced hook fixed the ELS issue but after i changed my mods folder from _mods to mods it crashes again.

Did you re-install ELS when you installed the advanced hook? I only installed the advanced hook and wondering if that's my issue. I have a few mods in my mods folder that also might be causing it (blaine county traffic lights). I might try to redo my whole mod folder this week if I have time. Ugh, this is frustrating. I'll let you know if I figure it out without having to reinstall everything. 

i did not reinstall ELS. Originally i had changed the name of my mods folder and it worked but all of my cars returned to stock.

I fixed my game by unplugging my controller and other attachments for my computer that were plugged into usb ports while the game was loading. The new game version seemed to conflict with the controller. You can plug in the controller once the game starts all the way.
