The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Latest version of RPH is a false positive. Windows thinks RPH is a virus, and so the "detections" are preventing RPH from running. You need to go into Windows Security > Virus And Threat Protection > Real Time Protection > Off

Once that is done, launch RPH and it should work fine (and if you are really paranoid, turn back on Real Time Protection after RPH has hooked onto the GTA 5 instance)
