Could you be more descriptive please? In order to arrest somebody you’ll have to aim at them and hold E to make them lie on the ground. Walk up to them and hold E to to cuff them.

When using StopThePed you can alternatively double tap E to stop a ped and use the interaction menu to cuff them. 

and same when i pull over car ? 

and i want id from them

You can pull over any vehicle by driving behind them and pressing Shift to mark them for a pull over. Enable your sirens and they’ll find a proper place to park.

Go up to the driver and press E. navigate through the menu and use the option to ask for ID.

Are you able to provide a video of some sort? I can’t really tell you more than aiming and holding E. There is a red progress bar in the lower right corner. See here for a guide supported by pictures:
