The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm pretty sure this is already a feature. If I remember correctly when I've played if I lost a suspect it would spawn a random event with the same suspect fleeing. I only know this because one time LSPDFR glitched and made a cop a suspect and he fled. So I would randomly get a cop just running from me.

Yeah, it's already a feature, enabled by default but I've seen some people recommend disabling it while troubleshooting issues. In lspdfr.ini it would be enabled with the following settings:

 

Ambient.DisableEscapedSuspectEncounter    False    
Specifies whether encountering previous escaped suspects will
be disabled.

 

Ambient.EscapedSuspectEncounterInterval    45000    
Time in milliseconds to consider spawning an escaped suspect.
