STP has nothing to do with callout development.
STP is a plugin, and afaik the dev has not released a assembly.

Talking about StopThePed, you can integrate it in your callouts,
but I recommend to just focus on LSPDFR itself as a beginner 👍🏽

Okay now I have made both of the tutorial callouts, and I got them working.

 

I am now stuck on how to set certain items to be found with StopThePed from suspect vehicle, and setting the suspect under the influence of specific drug, I haven't found tutorials on those things anywhere.

 

I'm just starting to do callouts so that's why I don't know a lot of stuff.
