steam failed to initialize. please verify that the steam client is running

ive just reinstalled gta, updated it, updated shv, updated rph, and no matter what, whenever i try to open rph, it comes up with the message "steam failed to initialize. please verify that the steam client is running and try again". ive looked at a post similar to this and tried sorting it with the solution posted there, but it still isnt working. ive also tried running as administrator, renaming mods to _mods, and nothings working. video attached for reference. normal gta 5 game, without rph, runs fine

Solved by q57

if you have a mod folder, delete it and restart from scratch, something in it is corrupted and bugging out social club.
[might be wrong but i had this issue before and this was the problem]

This issue has been around for a while. You need to load into GTAV Story mode normal way > Alt+Tab > Launch RagePluginHook.exe.
RockstarGameLauncher update somehow broke the normal RPH launching on Steam version and that wasn't fixed yet (and probably never will, the same as rph's game backuping).

No. sometimes it crashes even when doing that, like my problem, i had this problem and the only fix was to restart mods folder from scratch for me, tried everything, usually this bug is accompanied by a crash at startup if you do go through steam to load it

yeah so this is exactly what happened to me, now it crashes at startup for no reason, try going through some basic troubleshooting, verify integrity of files through steam, launch gta 5 without RPH, etc.
