The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I see you have installed gta5 with epic games. try this:

 

To get RPH working, you'll first have to start GTA V into Story Mode. Then tab out of the game and run RAGEPluginHook.exe.

Yeah about that, Story mode never loaded fully, I left to take a dump when i tried to play singleplayer then when i come back like 20 mins later it was still loading, This was before me downloading lspdfr and during this it was all fresh install

Your game is flawed.
Go into EPIC game-library, browse to GTAV

Click  tripple-dot and select Manage -then verify the game.
Could contain: text, screenshot, software, multimedia software, font
That takes for-ever-and-some.. 😕
