So I have questions guys.

 

1. Does base LSPDFR (No Plugins installed) have a Fines, Court and Citations system? If not, can you give me some good ones with features like these?

2. Can a PED commit a crime? (Speeding, Getting into a fight etc) because if not, then the whole fines and citations system is useless.

3. Is there a mod, that shows a speed limit? (For example on Highway, In city etc). Dont mention Simple Hud.

I will be gratefull.

2) Yes Base-LSPDFR has 3 default call-outs and Ambient events where Peds are doing various tragic-violations leading to high-speed chases with your officer.
3) Several. However only inside city-limit of 25 m/h you will find speeding Peds (+ an area in the dessert where free-way is speedlimited to 45)

Just to reminder, i am newbie to LSPDFR.

For the first one, you can install Stop The Ped and CompuLite and you'll have all those features (recommended to have UltimateBackup as well).

Second one, yes, the peds can commit crimes by themselves however there are mods where you can increase the amount of ambient events (fights, speeding, disorderly conduct, etc).

Third one, I haven't found any mods like that myself however if you look at a few content creator's video descriptions (SteveTheGamer55 is a good one to look at to find mods) then you should be able to find a lot of mods that you'd be interested in.
