The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You got something there. The penal institution in the dessert is actually not used in any gameplay i know of. I believe there is a plugin that makes prisoners enter a prison-bus and one where the prisoners takes command over a bus, but actually using the state-prison for gameplay, that is not done afaik.
The issue is that even as uniformed officer, you cant get into the area.
Wonder if it is possible if the prison-guard character is chosen as avatar.. Hmmm(?)
Gameplay with prison breakouts ao riots would be interesting, but doubt it can be realized
