The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

ELS Crashing my game. Is there any way to fix and still use it?

Would be better if you attached your RagePluginHook.log file from the main GTA V directory.

Since I don't have your log, I only can advise you to install SirenSetting Limit Adjuster as a possible solution.

This stop it from crashing. So does that mean there is a XML file that is corrupted?

Correct. You will have to change the folder name back and remove the XMLs one by one and test after each removal to find the problematic one.
