Ok so how can i arrest a guy like take him in the back of my car and take him to the police staion and stuff ? In stead of getting behind him and placing him on the floor. I have only done this a few time when frisking random people in the street.

You must not aim at the perp with a weapon if you want to proceed to a correct arrest. Just get next to him and use the same hotkey, without aiming at him. (0.95 enhances this a lot)

You can. You must do a simple arrest though.
