Besides ResourceLimitAdjuster, do you have an up-to-date gameconfig installed?  

 

It is also recommended to install HeapAdjuster, this will allow GTA V to allocate more game memories to load the required access.

 

(You should consider buying a legit Windows license)

I installed game config and headadjuster but it didn't work, I have the same problem. if ı play without lspdfr map loading normal

Did you set "Main.DisableMultiplayerMap" to true in lspdfr.ini?

 

From my experience, changing that setting to false may result in certain parts of the map missing, if you are using it with another mod that could potentially conflict with MP maps.
