i tried other cars and the same things still happens with the textures

 

and every time i try download DLCpacks it just crashes my game

 You have a lot of .txt files in this vechicle .rar - I suggest to look at them, especially that inside you have link to videos how to install it correct instead wall of text

it doesnt work with any textures

ive tried multiple and even when I try installing DLC Packs it crashes my game but i am installing them correct

 Everything is in folders - choose that u want LAPD or LSPD version and replace all 3 original files with this one from .rar

If you want add it as add-on then you have better explained it in videos that links to them you can find in .txt files

i deleted the files for the car mod and its still there?

 Delete folder where you have messed (gta5\mods\update\x64\dlcpacks) then copy original folder (gta5\update\x64\dlcpacks) paste it in place where modified on was and u can start try mod it again

i dont wanna delete all my mods because i took like 3 hours to get them just that mod has made it go crazy, is there a way for me to just get rid of the cars or something? like deleteing that patchday

 You can try copy just this 3 files from original path and replace them in mods but after you typed about this:

 now I'm really confused what have you done xD

if i delete it and put them back will it get rid of my plugins?

 

plugins are in plugins folder, we are working in mods folder

im copying it back in and ill see if it works then

Well, it worked but now it just gives me infinite flashlights and doesnt let me put them away

do you know how to fix it?

 

 You just have to install mods correctly. There is plenty of possibilities how to do it and most of it you have included in .txt files and don't install few mods at this same time. Take your time and add it one by one with tests. It's not competition how fast u gonna install it so like I typed above - take your time, do it slowly, read readme files if they are included or others .txt files that for sure can help you. 

I put the mods in 1 by one and that happened, i used the same mods i used previously for my glock and stuff but that is what happened

I sorta fixed it, i turned off realistic weapons system in Stop the Ped but now I just cant equip any sort of handgun, it gets replaced with a flashlight
