The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I just installed Forests of SA and GTA V Remastered Enhanced, and my game keeps on crashing. Im very new to modding gta. LSPDFR is crashing btw.

I just renamed my mods folder to _mods and it now works

    Try installing the gameconfig, Heap, and Packfile Adjuster.

    If that doesn't work, ensure you have all required files needed to run those particular mods. 

    If that still doesn't work, there isn't much more we can do beyond that. Either remove the files that those mods added or restart the mods folder if you cannot find those files.
