If you have problem even with base GTAV then I think you should try to disable mods folder, rename it to _mods, and try again, if it'll not help, try to verify game files.

Just rename mods folder to _mods and launch base GTAV, try to join Story Mode.

Also try to update drivers and/or try this, not sure but might help.

  • Open the task manager while in the loading screen by clicking Ctrl + Alt + Delete.
  • Choose the second tab from the top left, ‘Performance.’ After selecting Networking from the list shown on the left, click ‘Open Resource Monitor.’
  • Navigate to GTA 5 and click the right mouse button while selecting it. Select ‘Suspend.’
  • After 10 seconds, right-click on GTA 5 again and click ‘Resume.’ Be sure not to leave it longer than that, or it will cause the game to crash.
  • Close the task manager and go back into the game.

This should fix the GTA 5 loading screen issue. It is often seen in gaming that the most annoying problems usually have the easiest solutions. But figuring out those easy solutions is the hard part.

Video driver, but you may install microsoft visual c++ as well, but I really don't remember what version (year) you need.

You could try 2010, also in Grand Theft Auto V\Redistributables\VCRed you can find vcredist_x86.exe, and DirectX as well, try install this.

As far as I understand updating Video Drivers didn't help?

didn't help, what else can you recommend?

I answer the quote, I click on the gta 5 shortcut, I go in and I have an endless upload to enter the story mode, I click if something loads the wheel and nothing happens

It's right after police flashing lights? Or while joining to Story mode?

If that's so, I'm really confused. Is your GTAV on HDD? Maybe it's just need some time to load?

Usually verifying game files or disabling mods folder helps, but if even clean GTAV wont load I can only suggest that it need some time. But I could be wrong so.
