The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

For GTA SA, there was a mod called "Bullet Drop" which makes the bullet "casing" persistent. 

 

But for GTA V, the answer is no, there is no such mod that does what GTA SA did.

Because in GTA V bullet casings already exists, but in optimization purpose they gonna disappear quickly.
