The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I am just getting back into LSPDFR after a long time. I am attempting to place a replacement pack for LSPD and BCSO in patchday26ng in my _mods folder to replace police, police2, police3, sheriff, and sheriff2. That works fine but after I get in game, I open the F4 and type "Spawn Police" and all I get is the vanilla police car. This goes for all the other police vehicles in the game as well. I have to have my mods folder named _mods so that the game will load, otherwise LSPDFR will crash before I even get into the game. Any ideas why this isn't working? I'd appreciate some help!

Alright let’s start at the beginning. 
You were instructed to rename your mods folder to _mods to prevent a faulty mod crashing your game. This means that your mods folder is no longer recognised by openiv/the game itself, hence why your cars are not showing up. Renaming _mods back to mods causes crashes.

What you want to do is start fresh with a new mods folder, install the cars you want including all (potentially) necessary addons such as packfile limit adjuster, heap limit adjuster and a gameconfig.

My LSPDFR still crashes when I load into the game with the folder named "mods". But, I can get around this by setting no plugins to load in RPH and when I get in opening F4 and doing the command reloadallplugins. Your suggestion of a completely fresh mods folder worked, as it seemed mine was so old it was missing patchday27 + patchday28. Thank you so much!!
