The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm curious about the capability of my PC to run and handle LSPDFR, along with mods like British Police mods, in GTA V.

 

(I'm new to the technical part of this.)

As long as they are better than the recommended specs for GTA V by a reasonable amount, yes.
