Randomly started getting the "Out of memory error"  Rage crashes on startup.  Disabled mods folder, still crashes. Reinstalled Heap Adjuster, Packfile.  Updated Game config to 1.0.30 match current version of GTA.  I'm lost..... part of the "fun" of this is figuring out the problem, but I'm several days into this and haven't had any luck.  I had NVE single player beta installed, and deleted it with no change. 

I hope I uploaded the right log for the experts, if one of ya'll can help me I'll give you 10,000 internet points or buy you a cup of coffee!

pls post a screenshot of the gta folder to see what else you have installed.

basically you can disable some software like scripthookv, scripthookvdotnet and LML, 

the last but best option would be to go back to a clean folder, if still no success, verify game files.

 

according to your log your game crashes after loading the mods folder.

32gb of Ram

Did load with mods folder disabled just now, but game had a slight stutter to it as you rotated camera. It crashed with mods folder enabled. Resource adjuster was installed, but I installed the link you added to just to confirm newest one.  No change.  No new mods installed since worked perfectly last.
