Try going into Plugins and rename the LSPDFR folder to _LSPDFR. Then attempt to use the standalone garage again.

when I try to use the standalone garage in downtown PD's basement the game gets stuck on a black loading screen after I select a vehicle, even the downtown PD locker room garage works

You might have to clean your Main Directory. Once done, re-attempt going to the garage.

i removed dlls and ASIS, then re-added staff from the lspdfr download and verified my game too, still nothing

When I say clean, I mean play with nothing but LSPDFR.

i believe that all just game and lspdfr stuff, the folders with _ dont get loaded in game

It isnt. When I mean clean, I mean move to your desktop. Have only the base game files and the LSPDFR files.

_mods folder is not the issue, without openiv.asi even normal mods folder won't get loaded
