The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I had the same situation yesterday , it seems that RPH haven't been updated the newest version 

 

We should wait to the newest version of RPH to be released

    Yes it has, LSPDFR includes it.

    @ManWithSack's suggestion should help - but I would caution leaving AV disabled. You should turn it on again after RPH has launched successfully.
