The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Rename your mods folder to "_mods", then retry. If your game works after doing that, it means something in your mods folder caused your game to crash earlier. Your mods folder will be disabled after renaming it.

I don't know how to say this respectfully and friendly but... dude, your GTA V folder is a real mess. About one third of all files and folders are not supposed to be there. There's so much stuff installed wrong. Listing all of this would take too long. I strongly recommend cleaning your folder (remove all third-party files that aren't part of the original GTA V folder).

 

I also recommend enabling file name extensions in your File Explorer view options. This will make it much easier to identify certain files and it will make communcation with tech support easier and clearer:

Could contain: text, screenshot, number, software, font, display, computer icon, office application software


Other than that you could try disabling LML, too. Rename the vfs.dll to _vfs.dll, then try loading the game again.
