The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You shouldn't let a random stranger from the internet control your computer.

I advise you to learn how to install this stuff yourself. This way you don't rely on other people's help each time you want to change something or install a new mod.

I recommend reading the section "Installing Replace-Cars with OpenIV for GTA V" in the official RPH FAQ (but there are also plenty of similar helpful guides out there, including in this forum).
It teaches you how to install replacement cars. It's not about ELS cars but the only additional thing is that you have to put the ELS XML files (like police2.xml) of your downloaded car pack into the GTA V/ELS/pack_default folder (given that you already installed ELS itself).
