The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm having an ongoing issue with my game since I tried to add some custom radio chatter to the game. removed the chatter but issues persist. Also tried installing custom Paleto PD eup/vehicles so that I could get custom backup. Not sure which one is the issue

Properly none, but you have several issues:
AutomaticSirenCutout, RiskierTrafficStops, SimpleCallouts, SuperCallouts, UnitedCallouts, YobbinCallout

Are all in need of updating. You need to disable them and try without
If you still have issue post a new log, from *after* you done the disabling

There has been some having issue with Kucera-callout together with calloutInterface. Try disable Kucera
If that indeed helps DO report back!!
We would also like to know if you have BASE of interface version of Kucera
